MELISSA HARLAN

Melissa Harlan is a small business owner, sustainability leader, and community advocate running for the Salt River Project (SRP) Board in Division 8.
With more than 30 years of leadership experience, she brings a values-driven, people-first approach to public service centered on transparency, accountability, and long-term stewardship.
Melissa is the founder of Drink Me! Tea Room in Tempe, a WBENC-certified woman-owned business and certified Green Business recognized for its commitment to energy efficiency,
waste reduction, and composting. She serves as a Commissioner on the City of Tempe Sustainability & Resilience Commission and is an active leader in Tempe Leadership, a nonprofit focused on engaging residents in civic leadership.
She is running for the SRP Board to protect affordability for families and small businesses, advance clean and renewable energy and promote responsible water conservation.
Melissa believes public utilities must balance fiscal responsibility with forward-thinking investments that support climate resilience, economic opportunity, and future generations.

Nicole Brown

Nicole Brown is a trusted community leader, educator, and small business owner committed to expanding opportunity and protecting working families.
As an independent agent with Primerica, Nicole helps families prepare for the unexpected through education and financial protection—work rooted in her belief that everyone
deserves stability and peace of mind.
Nicole also serves as an educator at Rio Salado College, where she teaches insurance and entrepreneurship, equipping students with real-world skills and empowering the next generation of leaders. With nearly three decades of professional experience, she brings both practical knowledge and a deep understanding of how policy decisions affect everyday lives.
Married to her husband, Yancy, for 28 years, Nicole is a proud dog mom to Jazzy and Callie and a strong believer in community connection. Her civic involvement includes serving as an at-large board member for her legislative district, Vice President of the Arizona CPCU Society, and a member of the Tempe Leadership Council with a focus on youth engagement. She is also actively involved with Leading for Change, a nonprofit dedicated to ensuring equal access to economic, academic, and social opportunities for all.
Nicole is running to make life more affordable for everyone and to support clean energy solutions that make sense for families and our future. She believes strong communities are built when everyone has a seat at the table and a voice that matters.

Regina Gutierrez

Regina Gutierrez is a candidate for the Salt River Project (SRP) Council representing District 8. She’s running because she believes everyday people deserve a voice in the decisions that affect their lives, including the cost of electricity and the future of our water and energy resources.
On the SRP Council, Regina will prioritize affordable electricity, support policies that do not place unnecessary barriers on homeowners who want to install roof top solar panels, and will champion responsible water conservation and environmentally beneficial energy sources. Regina will always keep affordability and customer impact as her top priority, and will work to expand programs that give monthly credits to low-income households.
Regina’s grandparents came to Arizona beginning in the 1940s in search of a better life, and she proudly continues their legacy of hard work and opportunity as she raises her daughter in Tempe. With a Bachelor’s degree in Accounting and a Master’s degree in Public Administration, Regina brings real-world financial experience to the table, equipping her with the leadership expertise and public-service perspective needed to make thoughtful, responsible decisions.
For more than 25 years, Regina has worked in financial operations, including over two decades at Arizona State University. Throughout her career she has led diverse teams, managed limited resources effectively, and earned the trust of colleagues through honest, inclusive, and transparent leadership.
Regina is ready to build on SRP’s legacy of innovation and service while putting customers first and ensuring a sustainable, affordable future for the greater Phoenix community.

Randy Miller

Randy Miller has served on the SRP Board since 2018 and is seeking re-election in 2026 for SRP Council Division 8. He is a Software Engineer with over 25+ years of professional experience and has spent his entire professional career working locally in Arizona. Randy has worked for Intel, Microsoft, GoDaddy, Phoenix Children’s Hospital, Cognizant, and Cloudmed (now R1).
Randy completed his Masters of Science in Computer Science from Columbia University in New York, NY and his Bachelors of Science in Computer Engineering from Case Western Reserve University in Cleveland, OH. He is a renewable energy advocate including distributed residential solar and battery storage installations. He has been driving a fully electric vehicle since 2012 and had solar panels installed on his home in 2010 to help reduce his own personal carbon footprint to help mitigate climate change.
When re-elected, Randy will work with SRP to utilize more renewable energy in the SRP overall energy portfolio while keeping rates affordable for all customers. He voted against the rate increase that went into effect in Nov. 2025.
Randy will also work to make sure all SRP ratepayers are represented in the voting process and increase voter participation among currently eligible voters in the SRP elections. Currently, around 50% of SRP ratepayers have no input into the elections process at SRP.
Randy wants to use his engineering background to help SRP produce the most sustainable, affordable, and reliable energy to power the growth of the Valley of the Sun while making AI data centers and other large, corporate customers pay their fair share of the growth.
